Dear Lord Adonis,
Your department has published an informal consultation on ‘The Future of Rail Franchising’ which is said to be only of 'technical interest' to the industry.
This document proposes that train companies should be given a financial incentive to cut train services. We strongly object to this idea. It could encourage companies to run down or cut socially necessary services which don’t make much money, but which people rely on. This would have a very serious impact on rail passengers.
We urge you to think again about this proposal and to give us and passengers the chance to comment on 'The Future of Rail Franchising' in a formal consultation.

Team Green Britain have announced dates for Global Action Plan meetings over the Autumn.
The events, in a nutshell, are about promoting Global Action Plan’s EcoTeam concept to Team Green Britain members and encouraging the formation of groups within communities throughout the country, and teaching ways to be more eco friendly. One of the streams that GAP promotes is eco friendly travel, which cycling clearly fits nicely in to.

| Cycling England Under Threat? | Headlines |
Funding for all of the many cycling projects funded by the government through Cycling England are under threat following the policy of a severe reduction in public expenditure. Indeed the future of Cycling England may be under threat though no decision has yet been made on it.
Cyclenation along with Cambridge Cycling Campaign is mounting a campaign letter to save Cycling England.

The second annual monitoring report from Travel Actively is now available to read online.
Travel Actively projects reached almost 160,000 people in 2009, providing opportunities to become more physically active through active travel.
Travel Actively is a portfolio of 50 projects from the Active Travel Consortium that addresses health and wellbeing through regular walking and cycling across England.
The consortium is a partnership of the leading walking, cycling and health organisations, each dedicated to promoting active travel.
Building on the proven experience within the consortium of generating lasting behaviour change, projects focus on regular journeys in local areas – such as to work, school or the shops – and address people’s motivation for walking and cycling. These projects will generate a body of evidence to show how regular active travel can have a positive impact on health and well-being.
This £30 million programme, of which more than £19.9m has come from the Big Lottery Fund’s Well-being Fund, focuses upon sedentary and traditionally hard-to-reach audiences who have the greatest potential for change and the biggest health gains.

Cyclenation has adopted http://www.cyclestreets.net as its preferred online mapping solution (partly because one of our member groups - Cambridge - developed it with our help and support - also because we think its the best online cycle mapping solution available in the UK). That means we will not endorse any other online cycle mapping facility.

Cyclenation supports the principle of stricter liability for motorists who are involved in collisions with vulnerable road users. It is important to recognise the difference between liability and culpability, and it is also important that this principle also applies to cyclists who collide with pedestrians - for insurance purposes it would be assumed that the cyclist was at fault.
Cyclenation proposes to make this a key campaign issue for 2011.
